It is I think Dylan's opus on America, a country he loves and at the same time must despise.
Like many of his songs it appears to be stream of a consciousness.
This song takes a bit of attention. The lyrics are at times hard to follow. We are hearing about the effects of lost love, the jealousies and fears of the newly broken hearted. It is laced with obscure references, that with effort on our parts can be untangled. I reference "out on the D train"...

The Hollies, what a terrible name for this group. I always skipped over them because I thought they were part of the bubble gum rock scene.
