ah, because you already installed it from microsoft. Try removing it or creating a new virtual drive, then run the vcrun2015 commands. I've had the same problem in the past when a game installs vcrun2015 before I had a chance to do it.

Your errors are probably before the log you posted. Normally all of that is Windows crash logs... what happened before it crashed? I'll make a note to give ARC a try again. There is a chance you need to install vcrun2015 manually

Will Koolance ship radiators/etc to your place in the woods? Honestly, I recommend old tried-n-true heatsink/fan cooling. Never failed me before.

I used to run Arc when I was playing Neverwinter and Star Trek Online. I've never tried Perfect World International, but I'm sure it requires Arc like the rest. Let me know if it finishes the patching process.
