I have found a solution.
Open the /usr/share/mupen64plus/InputAutoCfg.ini. If there is no InputAutoCfg.ini in that directory open the /usr/local/share/mupen64plus/InputAutoCfg.ini
In InputAutoCfg.ini press CTRL+F and search for "HuiJia USB GamePad". You will find this controller...

I am using Manjaro right now but I also had this issue on Linux Mint. Linux seems to reconize the controllers right when I plug them in. They do work in other programs such as the Dolphin emulator.

This is my POL log file for Risk II. I created a new POL drive just for Risk II and I did try changing it to "Windows XP" in the Wine Config but still no luck :(
I got Risk II installed but it will freeze during the first, second or third battle and I would need to press Alt+F4 to close the game and fix my resolution. I tried using wine 2.14-staging, 2.20, 4.0.1 and 4.10 but I still get the same result.
I installed ESO through Steam Proton and the retail version within PlayOnLinux. It works out of the box on steam but for the retail version in POL you need to install DXVK and all is good.
