I have no idea if mods work in PlayOnLinux. The static and squeaky voices is related to Alsa and Pulseaudio. There are several posts here about some quick fixes. I'll have to search for them

It appears you don't have Intel's drivers installed. You can either upgrade to Mint 17 which might install them automatically or try this Intel graphics installer but I'm not exactly sure which one you could use. So Skyrim runs but there is no text? Can you actually run the game without text?

I forget in Mint 16 I think if you go to: Menu Administration Driver Manager It should say which drivers are installed.
