Just another update, I was able to get skyrim to detect the rx 480 with the latest version of wine but fps is still below 20 outdoors.

Another thing that might be causing the issue is that when I go into the skyrim options it doesn't detect my rx 480 instead it assumes I am running an ATI HD 2900 XT. When I think about it this may be the real issue of the low fps, is there any workarounds to get wine to detect my graphics card...
